No one is 100% sure, but this is one of the most prevalent theories about the canon. The problem is that, while we have many texts available from ancient Greece that mention Polykleitos' canon, there are no surviving copies of the canon itself, so there are a few different theories about it, including on what measurement it was actually based. The idea that it was based on the height of the head from the chin to the hairline is probably the most prevalent, but it's certainly not the only one. So the answer to your question is - maybe. :)
