As well as its legitimate medical applications, it has been widely reported that tetracosactide has also been used as an illegal performance-enhancing drug by professional cyclists. It is known to be used as a doping agent to increase the secretion of glucocorticoids by adrenal glands.and
Betamethasone steroid medication, 
Those treatments ARE THERE exactly to leave traces in body as PED were used
Those treatments would later COVER all real PEDs used derivatives on a basis of Cortisone and Mathasons
When agent is looking at data of clearly visible PEDs in body of an athlete, he would blame those traces on "treatment" used before not on PEDs
